
Scathing audit finds deep failures at L.A.’s homeless agency
The homeless outreach agency that was meant to move hundreds of people from the streets into housing, shelters or treatment for mental illness and substance abuse has failed dramatically to meet the goals of its contract with the city of Los Angeles, according to an audit set to be released Wednesday by Controller Ron Galperin.
The audit found that, despite having more than doubled its staff of outreach workers in the last two years, the Los Angeles Homeless Services Authority missed seven of nine goals during the 2017-18 fiscal year and five of eight last fiscal year.
“The goals that were set by the city are not unreasonable,” Galperin told The Times. “Quite frankly, they are [setting a] pretty low bar to begin with. If you can’t meet the low bar, that’s a problem.”
Outreach workers were supposed to place into permanent housing 10% of the homeless people they assessed. But in the fiscal year that ended in June, they placed only 4%, the audit reported. The goal for shelter placements was 20%, but they placed only 14%.

You can bet your sweet bippy that the money, (H and HHH), went straight into some “developers” pocket, went straight into building up the bureaucracy, the office space, the employment packages of some well paid, and highly dubious employees. Agree with you, John, about bringing back the institutions that used to provide help for the mentally ill and addicted who are on our streets and unable to care for themselves. As for others who know they need help and want to get off the streets: Rev. Andy Bales, head of L.A.’s Union Rescue Mission, a man with A LOT of experience in the arena of homeless shelters and services, has said that he advised City of L.A. — many times — about how they could provide clean and comfortable temporary shelter, with plumbing and kitchens, security, etc., for $10K… Read more »
So DA Mayor is running a huge scam that takes the money and then it just basically disappears into a bureaucratic money pit and he then they tell us they need Mo Money !! Not !! Start rounding them up. Determine which are able-bodied workers and make them a deal., A place to sleep, .. 3 hots and a cot, nothing beyond basic medical care and then they can work to clean up parks, streets, events and lite construction. The ones that refuse are on their own and the truly mentally Ill and disabled are put in Institutions for help.… Read more »
